Language and Speech (LAS)
Under California Education Code § 56333, students with speech or language disorders may qualify for special education and related services if their communication needs significantly impact their educational performance. Our Speech and Language program delivers services districtwide to eligible students whose communication challenges impede their access to or progress in general education. We provide Language and Speech (LAS) services in four main areas in compliance with legal eligibility categories under California law:
- Articulation: Pronunciation of speech sounds
- Language: Understanding and using spoken language for learning and communication
- Fluency: Smoothness and flow of speech (e.g. for students who stutter)
- Voice: Vocal quality, pitch, volume, or resonance that affect communication
Our goal is to help students build communication skills so they can meaningfully access the curriculum, engage in classroom discussions, develop peer relationships, and succeed academically and socially — in compliance with California’s requirement to provide a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).
A few important notes:
- A student must be evaluated by a speech-language pathologist to determine eligibility.
- For voice issues, a medical evaluation may be required.
- Before making a referral to special education, the school will explore general education supports and interventions.

Ensure students receive high-quality, evidence-based speech and language services aligned with their Individualized Education Programs (IEPs). - Equity and Access
Provide culturally and linguistically responsive services to meet the diverse needs of LAUSD's student population. - Professional Development
Build the knowledge and skills of Speech-Language Pathologists (SLPs) and Speech-Language Pathology Assistants (SLPAs) through training, coaching, and access to current resources. - Collaboration and Support
Partner with educators, families, and administrators to create supportive learning environments and ensure compliance with IDEA, California Ed Code, and District policy.
